Telework in Germany - Basic Information

Here we can show only a few selected items about 'Telearbeit in Deutschland', a more detailed information pool being updated continuously can be found on our local website run by TA Telearbeit GmbH. This will be developed to become a national telework website for Germany within the ETD Inititiative. The links and resources given below in most cases are visible on a national level and contain reliable information on telework topics.

Projects and Initiatives in Germany

The largest federal IT initiative is the so called „Forum Info2000", which was launched in the beginning of 1997 and which includes a telework section (Working Group AG1).

An Electronic Telework Guideline ('Elektronischer Leitfaden zur Telearbeit') was published by the BMBF (German Federal Ministry of Education, Science, Research and Technology) within the scope of the Council for Research, Technology and Innovation - "The Information Society". This guideline is intended to help potential users to introduce telework successfully.

A federal initiative to support and fund the introduction of telework for SMEs ('Foerderrichtlinie Telearbeit im Mittelstand) was launched in march 1997 by the same ministry (BMBF) together with the Deutsche Telekom. Its goal is to help up to 5000 SMEs with a total budget of about 10MECU to become teleworking enterprises as soon as possible. The press reaction from beginning of march can be found there too.

The so called "Online Forum Telearbeit" (OnForTe) is operating at federal level. It is supported by the Federal Ministry for Education, Science and Technology and Deutsche Telekom AG. The forum offers consultancy mainly for employees and was initiated by several trade unions.

TEDIS Telearbeit fur Schwerbehinderte  (telework for disabled people) is a project focussing on the development of ICT to help disabled and elderly people to participate in the social and economical activities of the (german) society.

The very progressive Study Commission (Enquete Commission) of the German Bundestag "Future of the Media in the Economy and Society - Germany's Road into the Information Society" started in the beginning of 1996. Information can be obtained under

An english version is available there too. They (i.e. Mr. Mosdorf) contributed an interesting statement to the ETW96 to be found there and in the ECTF forum at Compuserve or Telework Europe too.

The regional initiative Tele@arbeit Baden-Wuerttemberg is online since April 1998. It is a joint initiative driven by Trade Unions, the Economy, several comopanies and polticians of Baden-Wuerttemberg.

Studies

Here we can refer to some recent studies in german language conducted for important authorities and governmental bodies. These are (among others):

Telearbeit - Telekooperation - Teleteaching. Eine Studie zu Akzeptanz, Bedarf, Nachfrage und Qualifizierung in NRW ("Acceptance and realization of telework, telecooperation and teleteaching"), containing up to date material, figures and facts including a market research on technical solutions. This study was conducted during 1996 for the ministry of labour, health and social affairs of NRW.

German Telework Association

The foundation assembly succesfully launched the German Telework Association ‘Verband Telearbeit Deutschland’ (VTD) at ‘La Redoute’ in Bonn July 30th 1998. Due to the active participation of major IT industry companies and trade unions and with the help of Kitty de Bruin, president of the N.T. Forum and core team member of the ETD Initiative, the VTD can now start its work. Main tasks of the German Telework Association VTD will consist of the organization of events, press related activities, an internet presence and representations at major events to raise awareness and to promote the advantages of telework and innovative ways of working. The association will establish a reliable information pool as a sound platform for all parties interested in telework and will provide all relevant information collected through an ongoing market research. Special fields of interests are the reduction of typical barriers within companies to introduce telework, the missing tax reductions, insufficient legal regulations and missing provisions of covers against social risks for self employed teleworkers.

The VTD will establish working groups to cover the different interests and to focus on certain topics. The association will support the future changes of living and working in the Information Society.

The German National Coordinator of ETD and foundation member of the VTD will reinforce the cooperation and exchange of experience with the other European telework associations using the approved ETD platform. Job opportunities and vacancies for teleworkers in Germany

Due to the fact that there is no german telework related employment agency operating at a federal level the german NC plans to realize an electronic web based telework agency with the help of the ETD initiative. This 'teleworker brokerage' will be part of the Business Plan and will hopefully be realized in late 1998 in cooperation with competent and established partners in the personal management sector and with support of the German Federal Government.

ETD Coordinator for Germany

The German National Coordinator is Thomas Tuttenuj.

The ETD National Coordinator provides an important link between the activities of the ETD Initiative and telework, teletrade and telecooperation programmes in Germany. Verband Telearbeit Deutschland is interested in learning about existing and planned regional and local initiatives. They are also keen to gather opinions and questions from executives and policy makers on local or national factors that inhibit understand and effective application of tele-activities.

Please note, that neither your national coordinator or your national enquiry point can deal with detailed individual questions about telework or related activities. Please contact your local telework or similar organisation.
