HIGHLIGHTS:
1. Review of the June meeting minutes, by Noel Hodson
Noel points out that the Diplomat guidelines are referred to as 'soft' guidelines, and Maarten confirms G1 and G5 are retained as full GAT Guidelines, and G3 was also retained by the Steering Committee.
2. Update on Telework activities, by Maarten Botterman
Following the Green Paper on Living and Working in the Information Society : People First, there is now a new one on Partnership for a New Organisation of Work. This contains a chapter on Telework and all GAT Chain members are requested to comment, at least on the 18 issues concerning telework practices, by mid October. The Green Paper is available at http://europa.eu.int/en/comm/dg05/soc-dial/green/greenen.htm
Josef volunteers to lead this activity and collate the comments, with the additional view to contributing to Diplomats output.
Maarten then announces that the Commission is planning to use telework.
3. Guidelines
3.1. Maarten introduces the coming ACTS Concertation Meeting (30 Sep - 01 Oct 97) where three Guidelines will be presented during the plenary session, including one on Telework, i.e. GAT-G1a. In addition, G1a, G3 and G5 are to be displayed at the introductory posters session.
3.2. GAT-G1a
Horace presents G1a and summarizes the recommendations :
3.3. GAT-G3
Noel and Josef explain that G3 is about the teleworkers rights. Noel requests Josef to prepare the poster for the ACM on 30 Sep.
Horace tables ETDs reservation to the inclusion of G3 as a GAT-endorsed guideline to be presented as such at the ACS Concertation Meeting. ETD regards the recommendations formulated in G3 as tendentious and unlikely to attract consensus, and ETD cannot support the guideline in its current form. ETD feels this topic should be brought forward within the Diplomat guidelines as agreed in the June GAT meeting.
Noel makes the point that the ACTS community must take an interest in the future of work and in teleworkers as a major user group, and that the GAT Chain should be the instrument to inform them in order to help them plan appropriate products. Andrew Page hence questions the separation between Diplomats and GATs work on guidelines.
Maarten resolves the issue : Diplomat may propose its guidelines to the GAT Chain, when the Diplomat guidelines are ready for endorsement.
3.4. GAT-G5
G5 is undergoing revision by Tecodis, but no project member is present at the meeting and the new version is not available. On the basis of the old text, a few amendments are proposed as follows :
It is decided to try to meet with a Tecodis representative attending TW97
in order to discuss the proposed amendments. (Note : this meeting took
place on the same day at 18.15 - see point 4 below.)
3.5. Recapitulation is made by Noel : G1a and G5 are endorsed by the Chain,
G3 is not.
4. GAT-G5 restricted meeting
At 18.15, Annakaisa (Bourbon), Horace and Christian (ETD) meet with Eduardo Argüeso (Tecodis) to:
