Interoperability Issues, Impacts and Requirements for Telework and Telecooperation Users


Initial summary:

Successful take up and use of telework/telecooperation in European and between Europe and other regions depends on the ease with which companies, individuals and institutions can access the relevant technologies, services, information and other facilities. Interoperability means that any company, individual or institution can readily share and exchange information and facilities with any other company, individual or institution without having to use the same service provider as the other party, without having to use the same technology platform or to know what technology platform is used by the other party, with a minimum of concern about data structures, and with a minimum need for new skills when using new applications and technologies.

Failures of interoperability have already had a severe impact in holding back beneficial uses of Information Society technologies. Developers, network and services providers and users themselves all have roles to play in resolving the interoperability issues, which are as much to do with user know how and skill as with technical aspects and standards. This paper categorises the main user sets involved, characterises their key requirements, and proposes guidelines to be followed by developers, network and service providers and users.
The paper submitted will be based on the current position of the GAT-G1 Guideline as at the date of presenting the paper. If the Guideline has been endorsed by the Chain then the paper will be presented in the name of the Chain. Date for submission of papers is 15 May 1997.
