1400-1730 Special Session involving all consensus projects
1. Review of Guideline Development
A draft position paper, reviewing the proposed set of guidelines will be
circulated ahead of the meeting. This will identify gaps and overlaps and
suggest how the proposed guidelines might be partitioned to provide precisely
targeted messages for specific groups of actors. It will also propose a
process for managing guideline development. The discussion will focus on
refining this document into a working paper on guideline develo pment. It
will also identify issues to be taken up at the next set of cha in meetings
and will explore the extent to which the existing consensus projects can
manage the guideline development process.

4.1 COST: Gordon Lennox, DG XIII-B
The COST programme is an open and flexible framework for R&D co-operation
in Europe. COST actions involve pre-competitive or basic research. Established
in 1971, it now involves 25 countries and 25 separate actions, a quarter
of which are in the telecommunications area.
4.2 IPTS (Institute for Prospective Technological Studies): FAIR
A brief update on sources of information about IPTS activities and possible
areas of collaboration.
4.3 ISPO (Information Society Project Office): INFOWIN
A brief update on sources of information about ISF/ISPO activities and possible
areas of collaboration.

0900-1030: Workshop on SMEs and ACTS
A major objective of the ACTS programme was to increase the participation
of SMEs in the development and exploitation of advanced communications services.
The workshop will examine how SMEs feel they have benefited so far and explore
ways in which the results of the programme can be more effectively exploited
for the benefit of SMEs. Organised by SMARTS - Joint Workshop with GA Chain
Group
1100-1230 Seminar on Launch Scenarios for Advanced Communications Services
The RACE project TITAN developed a methodology and tool for techno-economic
evaluation of telecommunications networks and services. The OPTIMUM project
has adapted that tool for the assessment of multimedia business cases. The
seminar will review the progress to date and present a number of candidate
launch scenarios which will be tested further in the light of the results
of ACTS. Organised by OPTIMUM and also included as a session in the Domain
1, 2 and 3 meetings.

1. Review of Issues List
The issues list, Annex 3 of the November meeting notes, will be reviewed
and updated in the light of information presented at the meeting.
2. Updating the Workplan.
The workplan, Annex 4 of the November meeting notes, will be reviewed and
updated. Projects are invited to consider contributions which they might
make during the rest of the year.
3. Input to 5th Framework Discussions
1997 will see progressively more detailed discussions on the structure and
content of the 5th Framework programme. Has the HA domain any useful input
to make, based on the ACTS experience, on what types of advanced communications
RTD should be included in that programme? If so, how should that input be
assembled, consolidated and presented?
4. Any Other Business

USINACTS Distributed Seminar on the application of user centred design (principles,
procedures and tools). Are you conducting trials and user evaluations? Can
you apply the current usability guidelines and standards? What is the impact
of good practice in user centred design on service trials? Does your project
need access to usability tools, methods and procedures? If so this event
is for you. It will be highly interactive, participants will be able to
discuss their real problems with the experts attending. Further details
