Another Fifth Framework Milestone
The Council of the European Union formally adopted its common position on the Fifth RTD Framework Programme at its meeting on 23 March 1998.
There is still a big gap between the funding agreed by the Council (ECU 14,000 million), the Commission's proposal (ECU 16,300 million) and the Parliament's amendment (ECU 16,700 million); the Council figure is about the same as the Fourth Framework budget but of course inflation means that its effectively rather less - the Commission and Parliament would like it to be more.
The Parliament's Committee on Research, Technological Development and Energy will discuss this in Brussels on 21 April 1998, and the Parliament is expected to adopt its report during its June plenary session (15 to 19 June 1998) in Strasbourg. The Parliament's position could be with Research Ministers in time for their Research Council meeting on 22 June 1998. This is on track to enable a first Call for Proposals late 1998.
