Dear Sir/Madam

re: Work on information society technologies under the Fifth Framework Programme

The current rate of progress in the decision process could permit the first calls for proposals under the Fifth Framework Programme for Research and Technological Development to be made in late 1998 or early 1999. In order to be prepared for such a timing, we would like to collect now first input for the eventual definition of the workprogramme for the information society theme.

The intention at this stage is to identify a set of possible main action lines for the work, within the framework set out in the attached excerpts from the draft of the Fifth Framework Programme (Annex I) and the more detailed Commission Working document (Annex II) (both documents are also online at http://cordis.lu/fifth/home.html) [It may not be easy to locate the original documents at this site]. Action lines could range in scope from a theme spanning all four key actions (reflecting the convergence of technologies and the need to integrate technologies from, or coordinate activities in, a number of areas) to a specific sub-part of one of the areas within a key action (identified as "bullet points" in the Framework Programme document - Annex I). An outline format for the specification of action lines is attached.

In order that the work on information society technologies (IST) adapts in a timely manner to changes in the technological context and socio-economic needs, both of which are continuously evolving, it is planned that the workprogramme will be updated annually. As a first step towards the 1999 workprogramme and to ensure that it properly reflects the concrete research and technological development priorities of the user and supplier communities addressed by the Framework Programme, we would like to ask you to provide outline specifications of action lines that you feel need to be pursued. Please note that at this stage we do not need either detailed task descriptions or proposals to carry out work.
