Commentary
EITO comments that
In China . . . it is forecast that 20 million users will be online by 2003, just 1.6% of the population. By comparison, the US, Canada and Sweden already have over 40% of their populations online.
However, what EITO omits to point out is that in numeric terms China's 20 million users will already be the total online population of Western Europe as it stood as recently as 1997, and larger than the online populations of any EU country other than Germany in 2003. China is a country that is capable of remarkable feats as and when it's Government sets out on a particular path; for China to catch up in numerical terms with the USA, they would only have to get 10% of their population connected by 2005. Given continuing reductions in the inherent cost of basic connectivity this is by no means impossible.
European Telework Online considers that expectations about the online population of China should certainly be a factor in planning telework, e-business and other strategies for the mid and late 2000s.
