FP4 equivalent of “urgent” RTD was mainly “demonstrator/exemplar” work. Commonly, much of the learning was inside the project - projects started with missing know how, experience.
Too high a proportion of RTD was “strategic” (meaning fairly obvious!).
If there was much “differentiated” RTD in FP4, little has become visible beyond an immediate small audience.
