In this snapshot I propose two conclusions for Europe; here is the first.
At present the USA sets the pace for almost all aspects of the Information Society (including new methods of work and electronic commerce) and there is a very strong tendency for Europe to follow the most obvious and clear agenda, in other words an agenda based on the USA experience and lead. We see what they are doing. The results look good (especially in trade and economic terms). Let’s do likewise.
But the figures we have just seen show that it simply isn’t feasible for Europe to catch up with, let alone overtake the USA in any kind of like-for-like implementation of an Information Society. If we seek to do this we will certainly see some success in some countries and regions by some enterprises. But its equally certain that overall Europe as a region will fail.
The obvious conclusion is that we need a different approach. One that maps to our own capabilities and to our own environment.
