There are of course many different factors at work. But a very basic one is the fact that telework doesn’t make much sense until you understand and use the appropriate technologies. Europe has very much less experience of the technologies than the USA, regardless of how we measure it. For example if we measure investment in ICTs in terms of percentage of GDP, the USA invests over 4 per cent of GDP each year while Europe only invests something over two per cent.
