European Telework Development

Presentation Given By Horace Mitchell At EITC97- 24th November 1997

EITC - The European IT Conference - is the main annual event presenting the results and direction of the European Union's research and technology development programme for Information Technologies. At EITC 1997, ETD programme director Horace Mitchell made a presentation:

Think Globally, Act Locally: The Online Path to New Work and New Wealth

The main thrust of this presentation is that:
  1. We are entering the era of the "networked economy" in which economic growth and wealth creation is increasingly dependent on the effective use of electronic networks
  2. A key question for Europe is whether this leads to greater wealth and attractive new work opportunities or to the creation of an underclass and the end of mass employment
  3. Although critical decisions and policies affecting this need to be driven at the European level, the outcomes for local communities depend on local actions
  4. Within Europe there are local communities with less than 2% unemployment and other local communities where unemployment is greater than 50%
The presentation outlines a model for the interaction between local communities and the global networked economy, identifies the characteristics of successful local communities, introduces the concept of a "market-effective workforce", and proposes policy actions at European and local levels that will lead to success.
