There have been many such schemes at local, national and international level and it seems an obvious development, but at the present stage of telework and networking evolution there is a Catch 22. Its difficult to justify the cost of the substantial marketing effort needed to deliver successful results for teleworkers; but without that substantial marketing effort most programmes of this kind simply don't find enough worthwhile jobs.
